Changchun On 11 May, under the auspices of Biology Bureau, CAS, hosted by Changchun branch and NEIGAE，a seminar was held in Changchun  entitled scientific and technological support plan to high yield grain production in Northeast China  project launching occasion and strategic planning for high yield grain production in Northeast China during the 12^th Five year Plan. Head of Biology Bureau, CAS, Zhang Zhibin, Head of Changchun branch, CAS, Wang Lixiang directors of NEIGAY ,He Xingyuan, academician Liu Xingtu, Jilin Development and Reform Commission Deputy Drirctor Cao Dawei, Jilin Agriculture committee Chao Si, Hei longjiang Science and Technology Department, deputy director-general, Pan Zhong, and other leaders and experts from Farming and Stuff base of the Shenyang Military Region Authority, Heilongjiang Province Hailun city , 853 farms, Jiutai City, Dehui City, Heilongjiang Provincial Academy of Agricultural Sciences, Jilin Academy of Agricultural Sciences, the Planning Bureau, CAS, Institute of Applied Ecology, Institute of Genetics and Developmental Biology, Animal Institute , Plant Institute,Beijing Genomics Institute.

Scientific and technological support plan to high yield grain production in Northeast China project launching occasion was hosted by Du ziyuan . Zhang Zhibin made an introduction of the background of the project and announced the launching of the project. Cao Dawei and Pan Zhong made a speech on the local grain yield production. Wang Lixiang give a welcoming message. On the part of the implementing body, Shenyang Military Region Authorities, director of Institute of Genetics and Developmental Biology Cui yongbiao and director of NEIGAE He Xingyuan, deputy director Institute of Applied Ecology on behalf of the leading part expressed their attitude.　 

Scientific and technological support plan to high yield grain production in Northeast China project is in accordance with National hundreds of billions of food production plan, especially meet the project demand of increasing the grain production in Jilin and Heilongjiang province, which aims to solve the problem of high-yielding technology demonstration of Corn, soybean, rice and other major crops.

He Xingyuan, director of NEIGAE, signed contract with Gao Tongbin, head of Farming and Stuff Authority Base, Shen yang region, Liu Zhongqiang, deputy mayor of Hailun, Heilongjiang Province, Lin Yingchang deputy mayor of  Dehui,Jilin Province, Dai Zhanyuan deputy mayor of Jiutai, Jilin Province, which establish a solid foundation for the cooperation between the institute and local governments.

The seminar discussed the 12^th Five Year Plan for increasing the food production in Northeast China and the leaders from Technology and Agriculture Sector made reports on the local agriculture demand and development. Liu Xiaobing, Deputy Director of NEIGAE along with experts from Institute of Genetics and Developmental Biology, Animal Institute made special reports. Academician Liu Xingtu discussed the major concerns such as the strategy of Agricultural development in Northeast China and others experts and leader also express their concerns on the issue.

Zhang Tongbin made a conclusion remark of the seminar. He summarizes the opinions and consensus from various parties. He emphases efforts should be focus on the development and research of the applied technology on major corns, establish demonstration base. With the implementing of the project, Gather the strength of scientific and technological personnel, establish long-term operating mechanism. He also expressed that Biology Bureau would provide powerful support, coordinating effort from inside and outside the academy to overcome the difficulties.
